1) High Seas is a booster pack, an add-on, for the Stygian Abyss pack which came out a couple years ago. Even that version has bugs which the RUO Development team is working to fix and smooth out.
2) Between SA and HSA expansions and booster pack, there will be new quests, new items available as rewards, new quests, new lands, new critters, new race (Gargoyle arrives with SA version, although it still has issues on the free shard versions for now so bear with us as fixes are worked in), new lands, new ship styles, new craftable canons, a new Fisherman's Market at sea where you get these new ships either by a direct purchase from the Shipyard Boatmaster or through a quest, many new fish in the waters, some new cooking dishes for the fish, new potions, new crafting abilities and new pets that are craftable, and so much more!
These are all dependent upon Haazen finding the right information he needs to complete each upgrade. Not everything is available at this moment to free shards, although some shards are kind of winging it with "I think it should do this, so I'll script it this way" which isn't necessarily good or bad but different than the original intent. So, once again bear with us while our resident genius with his squiggle pen writes all this code down and tucks it into place for us.
Haazen has done a tremendous amount of work in the past four weeks to upgrade Paradise and make the transition just as smooth as he did when we upgraded to Mondain's Legacy. This is an exciting point in Paradise's life and I hope each of you find something exciting in the new upgrades.
New Upgrade Download for Paradise Found client and Razor:
Now... for those who have NOT created a folder for the New Paradise Found 7.0.11.3 client version, here is a link to the download you will need:

Instructions:
1) Create a NEW folder on your desktop named Paradise7011.
2) Download the client linked above INTO Paradise7011.
3) Extract the client into Paradise7011.
NOTE: PATCH THE CLIENT BEFORE CONTINUING! This is necessary.
4) Inside Paradise7011, located your Hues file and rename it as HuesOrig (very important step).
5) Download into Paradise 7011, the new hues file here: www.paradisefounduo.com/Files/hues.zip .
6) Extract the new Hues.mul into Paradise7011.
OK, now your NPF is ready to work.
You will need to download the Razor All-In-One to work with your new latest and greatest Paradise. You can download that here: www.runuo.com/razor/Razor_Latest.exe. If you want to keep your current version of Old Razor with your current version of Old PF, use a new folder to download and extract this into. You can run two versions at the same time.
Once your Razor is installed, you will probably need to right click on the Razor.exe, select Properties, and set Run As Administrator for it to work correctly (same thing with your Client.exe for your Ultima Online folder).
Now that everything is installed, restart your PC/laptop first. Now start Razor. On the top line, click the Browse button and locate (double click to select) the Client.exe inside your new Paradise7011 folder. Back on Razor, on the second line, set your Data Directory folder to Paradise7011 (not inside the folder but the folder itself). Finally, set the IP to paradiseuo.com and the Port to 2593. (edited to fix info to permanent information./Damara)
Now click on OK so it will begin. If you are still having problems running the program and you use Vista or Win7, right click on the .exe icon, scroll down to Properties and set it to Run As Administrator. If you have a tab at the top labeled Compatibility, check if you can set the program to run as XP SP3 compatible. Now restart and try again.
You will use your same account name and password you already use on Paradise Found. Please do NOT create new characters.
Good luck, and if you need any assistance, there are several people (staff and players) who are willing to help troubleshoot your problems.
