If you've uninstalled and reinstalled your UO and your Razor and still cannot get on, I've had that issue myself before, so I'll try to walk you through what helped me fix it.
Please be patient, the instructions are long but necessary.
1) Uninstall your UO once again.
2) Delete that folder completely so there is nothing left of it, remove it from your recycle bin too.
3) Restart your computer. This will clear the registry files and remove all reference to UO.
Now that you've restarted your computer and it's clean, go to paradisefounduo.com and click on the Links button, or click this link. games.mirrors.tds.net/pub/ea-games/uo/uoml_setup.exe
Download a fresh copy of the ML version. It will default to: C:\Program Files\EA Games\Ultima Online (it may say Mondain's Legacy).
Once you have that freshly installed, go into your hard drive, locate your UO/ML folder. Scroll down to the bottom and find UOPatch.exe. Double click that and watch carefully as it updates. Once the patch for 5.0.9.1 is downloaded and installed, it will begin to download patch 6.0.0. Click CANCEL repeatedly until that update cancels.
Now, go back into your Ultima Online folder (C:\Program Files\EA Games\Ultima Online) and look for a folder named Patches. If there's anything inside the folder, delete it. This will stop UO from attempting to update further than you want. Restart your computer. This allows the Registry files to update and hold the information.

If you need a new download of Razor, here is the link for that: www.runuo.com/forums/downloads.php?do=file&id=6. This will update/patch when you begin using it.
There is one more thing you may try if all these fail to help. Installing Windows again will install .Net framework 3.x but for Razor and the UO client to work, you need some files from the 1.1 .Net version that isn't included. There is also a rare occasion when a file in .Net framework becomes corrupt or damaged and needs to be replaced. This is the link for the .Net files required by Razor/UO. www.microsoft.com/downloads/details.aspx?FamilyID=262d25e3-f589-4842-8157-034d1e7cf3a3&displaylang=en. Click on Run and allow it to download and install on its own. Once it has finished, restart your computer once again. This will not harm your computer if it doesn't need it.
Now try bringing up CUO or Razor once more and see if it will allow you to log in. Make sure you don't have the caps lock on and you have the correct account name and password. Not trying to be insulting, but I once worked with someone for two hours and then found out they were using the wrong password (used a proper noun, like Patrick instead of patrick).
